1929年，斯大林推行农业集体化政策——这实际上是一场二次俄国革命——强迫数百万农民离开土地进入集体农庄。其结果是一场灾难性的大饥荒，也是欧洲历史上致命性最强的饥荒。1931年至1933年间，苏联境内至少有500万人死亡。但苏维埃国家不仅没有施以援手，反而利用这场灾难来消除政治隐患。在Red Famine中，Anne Applebaum指出，在这场灾难中有300多万乌克兰人丧生，他们并非偶然沦为一项不良政策的牺牲品
